The same article quotes Chris Raschke of ARP, the fastener maker: "Over the years, we've seen that the brand of wrenches doesn't necessarily correlate to accuracy."
Read that result carefully, because it cuts both ways. A cheap wrench is not automatically inaccurate. It also shows that two budget wrenches of the same brand can behave differently, and that one of them left the factory, or left its owner's drawer, out of tolerance with nothing on the outside to say so. Why the Accuracy Figure Is Nearly the Same on Every Box

What the percentage does not tell you is how the maker proved it for your particular tool, whether anyone measured your serial number, and what happens to that figure after a year in a garage.
The Risk Nobody Prices In
